The Preston Ethics Commission has membership openings for two additional Alternates, and Preston residents are encouraged to apply directly through the office of our First Selectman at Preston Town Hall. Applications are available also on the Documents page of this website.

Statement of Purpose: The proper operation of the town government of the Town of Preston requires that public officials, public agents and public employees whether elected or appointed, paid or unpaid, as well as volunteers,shall be independent, impartial and responsible to the people; that public office and employment not be used for personal gain; and that the public has confidence in the integrity of its government.
The purpose of this code is to:
set forth standards of ethical conduct;
establish guidelines for conduct, and
maintain a tradition of responsible and effective public service.

The original Code of Ethics used by the Preston Ethics Commission was approved at a town meeting on October 20th, 2005. Since that time the Code has been revised as the Commission has worked to establish its guidelines and procedures. The Code is in fact a “work in progress”, not a static document, with the most recent revision having been proposed on March 28th, 2007. Our last approved, or “working” Code, is available for review on the Documents Page on this website.

This website has been designed to familiarize our citizens with this Commissions work, and to enable public access to documents to include the Code itself, our Form A Request for Advisory Opinion, Form B, Complaint of Conflict of Interest/Ethics Code Violation, Form C, Disclosure of Beneficial Of Interest, and Form D, Agreement to Comply With the Preston Code of Ethics. These forms are available on the Documents Page of this website.

For Forms A & B above, our procedure is for the form to be completed and submitted in a sealed envelope. If mailed it should be addressed to the Preston Ethics Commission, c/o Preston Town Clerk, Town of Preston, 389 Route 2, Preston CT 06365-8830. Alternatively the completed form may be hand delivered to the Preston Town Clerk, addressed as above, in a sealed envelope.

For Form C (Disclosure of Beneficial of Interest) the form should be completed within five (5) business days of the oral disclosure, and mailed in a sealed envelope as above on Forms A & B.
